Profile
Dr. Ernestina Inés Zapiain García earned a degree in Industrial Psychology from the National Autonomous University of Mexico, a master’s degree in Public Administration from the Division of Advanced Studies of the Faculty of Political and Social Sciences at the same university, and a doctorate in Higher Education from the Center for Humanistic and Social Research of the State of Morelos.
She completed specialization studies in Public Personnel Administration at the National Institute of Public Administration (INAP), a diploma in Strategic Studies and National Security at INAP, a diploma in Analysis of Social Violence at the National Autonomous University of Mexico, training as an ISO 9000 auditor, and several courses in quality, strategic planning, project design and evaluation, and selection processes. She also completed diplomas in Regulatory Improvement (COFEMER) and Human Development (Ítaca), as well as an international seminar on capacity building for public sector personnel in Mexico.
She held leadership positions in human resources and in faculties of public state universities. She was responsible for administrative reform programs in various public institutions and served as strategic planning consultant in internationally oriented programs in collaboration with the National Institute of Public Administration, the Latin American Center for Development Administration, the Inter-American Development Bank, and several public institutions and agencies, including Airports and Auxiliary Services, CONASUPO, DICONSA, CONAGUA, the Ministry of Labor and Social Welfare, and Petróleos Mexicanos.
At the Autonomous Metropolitan University, Iztapalapa Campus, she served as Planning Coordinator and Head of the Research Area in Strategic Planning. She taught undergraduate and graduate courses at institutions such as Tecnológico de Monterrey, Universidad Iberoamericana, the National Institute of Public Administration, and ISEC, among others. She developed quality implementation models for several public institutions, as well as methodologies to align the National Development Plan with sectoral and institutional programs, such as in the case of the Government of the State of Quintana Roo.
She served as technical expert for the National Council for the Competitiveness of MIPYMES at the Ministry of Economy and as accredited consultant for the Japan International Cooperation Agency (JICA) and the Ministry of Economy for intervention in small and medium-sized enterprises. She also directed her own consulting firm specializing in strategic planning, quality, human resources, and training, and worked as certified instructor under standard NCL 0217.
