Dr. Javier Merino Delgado holds Bachelor's degrees in Economics and Law from the Universidad Veracruzana, a Master's degree in Public Policy from the Universidad Autónoma Metropolitana Unidad Xochimilco, and a Ph.D. in Administrative Sciences from UAM Unidad Iztapalapa. He was awarded the University Merit Medal for both his Master's and doctoral studies. He held executive leadership positions within the Mexican Federal Public Administration across budgeting, finance, procurement, internal control, and administrative coordination in the education, health, and energy sectors.

He currently serves as a Full-Time Professor-Researcher in the Bachelor's Program in Administration (teaching Law) and the Comprehensive Graduate Program in Administrative Sciences at UAM Iztapalapa. He holds PRODEP/DGESUI Desirable Profile recognition for the 2026–2029 period.

His academic output includes publications, conference presentations, and the organization of academic events in public management, sectoral analysis, and human rights, alongside supervising undergraduate theses and student mentorship.
