Profile

Professor Edwin Cuitláhuac Ramírez Díaz holds a Ph.D. in Social Studies, with a specialization in Political Processes, from the Universidad Autónoma Metropolitana (UAM), Iztapalapa Campus, where he was awarded the University Merit Medal. He earned both his Bachelor’s and Master’s degrees in Law, with highest honors, from the Faculty of Law at the National Autonomous University of Mexico (UNAM). He is also a Specialist in Electoral Justice certified by the Electoral Tribunal of the Federal Judiciary (TEPJF). He is currently a Full-Time Research Professor in the Department of Sociology at UAM’s Iztapalapa Campus and a Level I member of Mexico’s National System of Researchers (SNII).

He served as President and member of the Citizen Participation Committee of Mexico City’s Local Anti-Corruption System. In 2025, he was ratified by the Academic Council as a member of UAM’s University Guarantee Authority for a two-year term in matters of transparency. He also served as Secretary General of the Mexican Society for Electoral Studies.

He has been appointed by the National Electoral Institute (INE) as District Electoral Counselor in Mexico City for the federal elections of 2018, 2021, and 2024; he also participated in the 2022 recall referendum and in the 2025 extraordinary election to appoint members of the Federal Judiciary. He has been a member of the Advisory Board of the Spanish Journal of Transparency since 2021 and has served on the Review Committee of the Faculty of Law at UNAM.

His research areas include electoral studies—particularly electoral justice and electoral governance—human rights with an emphasis on political rights, as well as transparency and anti-corruption policies.

He has participated in collaborative research projects such as: (a) Electoral Legislation under the 2013–2017 Political-Electoral Reform: A Review of Gender Equity in Elections, sponsored by the Center for Electoral Assistance and Promotion of the Inter-American Institute of Human Rights (CAPEL), 2018; and (b) The Political Communication Model: Problems of Applicability, Coordination, and Interpretation at the Federal and State Levels, sponsored by the United Nations Development Programme (UNDP), 2013.

His most recent publications include: The Model for the Appointment of Judges in the Federal Judiciary since 1994, in Revista Polis, vol. 21, no. 2, new series (January–June 2025); Corruption, Human Rights, and Democracy: A Review of Its Impact on Highly Marginalized Sectors, in Democracy and Diversity (UAM, 2025); Good Administration and Corruption in Times of Pandemic, in Social Issues and COVID-19 (UNAM Faculty of Law and Tirant lo Blanch, 2025); Digital Divide and Inequality: The Unintended Effects of New Technologies, in General and Legal Sociology. Social Foresight: Socio-Legal Challenges (UNAM, 2025); and Higher Education Institutions as Obligated Entities: A Look at the Universidad Autónoma Metropolitana, in Transparency and Accountability in Universities (UAM, 2025).
