Professor María Gabriela Martínez Tiburcio holds a Ph.D. in Political and Social Sciences, with orientation in Public Administration, from the Universidad Nacional Autónoma de México (UNAM); Master in Administration and Public Policy from the Centro de Investigación y Docencia Económicas (CIDE); Bachelor in Accounting from the Instituto Tecnológico de Tehuacán. She has a Diploma in Public Finance in Mexico taught by the Faculty of Economics of the UAEM, a Diploma in Social Comptrollership taught by the Mora Institute and Redderé A.C., and a Diploma in Budgeting Based on Results conducted by the Undersecretary of Expenditures of the SHCP and the General Directorate of Planning of the UNAM.

She is currently a Professor in the Department of Social Processes of the Division of Social Sciences and Humanities of the Universidad Autónoma Metropolitana (UAM) Lerma Campus. She has been recognized as a PRODEP Desirable Profile, has participated as a Divisional Councilor of Social Sciences and Humanities, has been a Member of the Review Committee of the Social Sciences Area, Member of the Review Committee of the Division of Social Sciences and Humanities of the Lerma Campus, and member of the Transparency Committee of the UAM.

Dr. Martínez Tiburcio is a specialist in administration and public policy, as well as in issues of accountability, citizen participation, municipal management, and the use of information and communication technologies in public administration. She has extensive experience as a professor, coordinator of academic and consulting projects in highly prestigious educational entities such as: the CIDE (Centro de Investigación y Docencia Económicas), the UAEM (Universidad Autónoma del Estado de México), the Colegio Mexiquense A.C. and the Universidad Autónoma Metropolitana (UAM).

Since 2015, she belongs to the Red de Investigadores en Gobiernos Locales Mexicanos, A.C. (IGLOM), of which she was Technical Secretary of the Board of Directors in the 2018-2019 period. Currently, she is part of the Editorial Committee of Ciencias Sociales Revista Multidisciplinaria. She has also been a member of the Judging Committee in the State Contest of Political Research and Essay, organized by the Electoral Institute of the State of Mexico (IEEM) from 2013 to date; and has participated as a member of the Admission Committee of the Master's Degree in Electoral Administration taught by the same institution.

She has been awarded the Teaching Award granted by the UAM, and has obtained scholarships aimed at encouraging research in municipal tax matters, granted by the Tax Institute of the State of Mexico (IHAEM) in the following editions: 2015, 2017 and 2019.
