Dr. Elisa Palomino Ángeles holds a Bachelor's, Master's, and a Ph.D. in Law from the Universidad Nacional Autónoma de México (UNAM). She is a CONACyT scholarship holder in postgraduate studies. She has a Master's in Oral Trials, she took a course on contemporary issues of government and local administration in Spain, at the Institute of Public Administration in Madrid, Spain, and has the desirable profile of the Teacher Improvement Program (PRODEP). She is currently a Professor at the Department of Law of the Universidad Autónoma Metropolitana (UAM) Azcapotzalco Campus.

She is a founding member of the Academia Multidisciplinaria de Derecho y Tecnologías (AMDETIC, A. C.), which is a non-profit organization.

She has been a speaker at several specialized national and international congresses, such as the 2nd International Congress on Criminal Policy, "The Reduction of the Nation State and Transnational Security Policies", organized by the Facultad de Estudios Superiores Acatlán, and at the XV Iberoamerican Congress on Law and Informatics organized by the Pontificia Universidad Católica de Argentina, Buenos Aires, Argentina.

She has been moderator, coordinator, and speaker in several conferences inside and outside the UAM, as well as editor of some articles for the Iberoamerican Federation of Law and Informatics Associations.

She has taught undergraduate and graduate courses at both FES Aragón and Azcapotzalco Campus of the UAM, and has supervised undergraduate, specialization, and master's theses.

She has published the following articles: "Los conceptos jurídicos fundamentales en la era del internet", "La conservación y resguardo de las video-grabaciones judiciales", published in the electronic page of dialnet.com, Revista electrónica Argentina; "Política criminal, derecho interno e internacional para una legislación del espionaje informático", published in the memory of the 2nd. Congreso Internacional de política criminal; "La reducción del Estado Nacional y las políticas transnacionales de seguridad", published by UNAM; "El documento electrónico" published by the Facultad de Estudios Superiores Aragón and also "La concesión una forma indebida del uso y aprovechamiento del agua" published by the Facultad de Estudios Superiores Aragón.

She is responsible for the internal research projects of the UAM, number 1040, and external research project PROMEP, number 23411251 called: "The civil liability of internet service intermediaries." since January 23 and August 8, 2014 to date respectively.

She has served as legal advisor and postulant attorney for various companies in the private initiative, such as: La Reyna de Coyoacán S.A.; TAWER S.A de C.V.;Inmobiliaria TRIPER, S.A. de C.V.; and Asesores y Consultores Diez y Diez, S.A. de C.V.

In the public sector, she has been Coordinator of the Real Estate and Intestate Succession Program of the Municipality of Ecatepec de Morelos.
