Professor Perla Gómez Gallardo is a graduate of the Law School of the Universidad Nacional Autónoma de México (UNAM). She holds a Bachelor's Degree, a Master's Degree in Law (thesis: "Proposal for the renewal of the conception of law in postmodernity: Reflections based on the thought of Friedrich Nietzsche), and a Doctorate (thesis: "Epistemological review of the scope and limits of freedom of expression and the right of access to information versus the rights of the personality in the case of public figures") with Honorable Mention at the UNAM. Alfonso Caso" Medal for University Merit in Master's and Doctorate Degrees. The National System of Researchers recognizes her with Level I.

She is a Professor of the Universidad Autónoma Metropolitana (UAM) Cuajimalpa Campus. Teacher by Opposition of the subject "Derecho a la Información" at the Law School of UNAM. Created and coordinated the online course Introduction to the Right of Access to Public Information of the OAS/Trust of the Americas (with lectures throughout Central America and distance courses with participants from more than fourteen countries). Member of the Editorial Board of the Revista Mexicana de Comunicación (2008-2015). Jury member of the National Journalism Award 2010. President of the Human Rights Commission of the Federal District 2013-2017. Technical Advisor of the Faculty of Law UNAM. Coordinator of the Permanent Seminar on Freedom of Expression.

She participated in more than twenty-five publications according to her lines of research. She elaborated nine manuals on the Right of Access to Public Information and Freedom of Expression. Advised the General Congress and several States of the Mexican Republic, including the Law of Civil Responsibility for the protection of privacy, honor, and self-image, and the Law of professional secrecy of the journalist of the then Federal District.
