Profile

Professor Cesar Octavio Vargas Tellez was born in Apan Hidalgo, Mexico. He holds a Ph.D. and a Master's degree in Applied Economics from the Universitat Autónoma de Barcelona, a Master's degree in Business Economics, Banking & Finance from the University of Portsmouth in England, a Master's degree in Economics from CIDE, and a Bachelor's degree in Economics from the Universidad Nacional Autónoma de México (UNAM).

He was Director of the Revista Economía Informa for five years at UNAM's School of Economics. He is currently a member of the panel of experts of "México ¿Cómo Vamos? and has been a member of the Society for the Study of Economic Inequality (ECINEQ). He has been a member of the Sietema Nacional de Investigadores and PRODEP profile of the SEP.

In academic management, he was Head of the Department of Institutional Studies of the Universidad Autónoma Metropolitana (UAM) Cuajimalpa Campus for the period 2016-2020; he was also Head of the Division of Professional Studies of the Faculty of Economics of the UNAM from 2011 to 2016. He has worked at the Ministry of Economy and INEGI and has been a consultant for various government entities.

He has taught at the Faculty of Economics of UNAM, the Universidad Autónoma de Estado de Hidalgo, the Instituto Hacendario del Estado de México and the Colegio Mexiquense. Abroad, he has been an associate professor at the Universitat Autónoma de Barcelona and the Universitat de Girona in Spain, as well as a doctoral assistant at the IESE Business School in Barcelona.

He has participated in several national and international forums on social spending, policy, economics, and inequality. He has about a dozen articles in specialized economics journals and book chapters. On topics such as Distribution of family income, inequality of public spending on education and health. Progressivity in families in the payment of direct and indirect taxes.

Current topics of interest and study are the creation of an index of labor quality in urban areas, micro-simulation models of public policies, and issues of development, economic regulation, and institutional framework.
