Dr. Luis Eduardo Medina Torres holds a Bachelor's degree in Political Science and Public Administration from the Universidad Nacional Autónoma de México (UNAM), as well as a Master's degree and a Ph.D. in Social Studies with a concentration in Political Processes from the Universidad Autónoma Metropolitana (UAM). He has held the rank of National Researcher Level I in Mexico's Sistema Nacional de Investigadoras e Investigadores (SNII) for twenty years.

He is a full-time Professor-Researcher in the Department of Sociology and a member of the Political Processes Academic Section at the Universidad Autónoma Metropolitana Unidad Iztapalapa. He has served as a visiting professor at the Autonomous University of Nayarit, the Autonomous University of Zacatecas, and the University of Murcia in Spain.

His expertise encompasses electoral governance, the judiciary, and modern political theory with an emphasis on classical liberalism. His research focuses on the analysis of political institutions, specifically electoral bodies and judicial courts, drawing on his six years of service within the Electoral Tribunal of the Federal Judicial Branch. His main contributions include the conceptual development of electoral governance (jointly with Edwin Cuitláhuaz Ramírez Díaz), seminal studies on the judiciary from the perspective of Mexican political science, and empirical analyses of electoral affirmative actions (co-authored with Omar de la Cruz Carrillo).

In research excellence and graduate supervision, he won the 2022 Seventh Essay Competition hosted by the Electoral Tribunal of the Federal Judicial Branch. He has twice supervised the undergraduate capstone projects awarded the Diploma for Best Undergraduate Thesis at UAM Iztapalapa, and twice directed undergraduate theses that won the national contest of the Mexican Society of Electoral Studies (SOMEE). Additionally, he supervised the Master's thesis that won the national award from the Electoral Tribunal of the Federal Judicial Branch and served on the tutorial committee for a doctoral dissertation awarded by the Mexican Academy of Sciences.

He served as President of the Mexican Society of Electoral Studies (SOMEE) from 2015 to 2018 and is a member of the Mexican Political Science Association (AMECIP), the Latin American Political Science Association (ALACIP), and the International Political Science Association (IPSA), while also serving on editorial boards for various academic journals and institutions.

He has an extensive background in technical evaluation committees: he was a member of the Technical Evaluation Committee appointed by the Chamber of Deputies to select electoral commissioners for the National Electoral Institute (INE) in 2017, served on Academic Evaluation Committees for CONACYT, and participated in the Technical Committees for the Preliminary Electoral Results Program (COTAPREP) of the Electoral Institute of the State of Chiapas in 2018, 2021, and 2024. Furthermore, he was part of the UAM Iztapalapa Auditing Team for the Preliminary Electoral Results Programs (PREP) of the Electoral Institute of the State of Mexico in 2023 and the INE in 2024.
