Profile

Dr. Angélica Rosas Huerta holds a Ph.D. in Social Sciences, a Master’s Degree in Public Policy, and a Bachelor’s Degree in Sociology from the Universidad Autónoma Metropolitana.

She is currently a Full-Time Full Professor in the Department of Politics and Culture, Division of Social Sciences and Humanities, at the Universidad Autónoma Metropolitana, Xochimilco Campus, where she has carried out teaching, research, and academic administrative activities for more than two decades.

Her research specializes in environmental and energy public policy, with a particular focus on governance, institutional capacity, public policy evaluation, just energy transition, and climate change. Her work adopts interdisciplinary approaches that integrate policy analysis with participatory processes and community knowledge to advance sustainability and socio-environmental justice.

At the international level, she is a Co-Investigator in the Canada Excellence Research Chair Network for Equity in Sustainability Transitions (CERC NEST) at the University of Toronto, funded through the Canada Excellence Research Chairs (CERC) program, and serves as Co-Principal Investigator for Mexico City in the international project Justice First: Community-Embedded Energy Transition Planning for Climate Resilience, funded by Canada’s New Frontiers in Research Fund. She has also contributed to international capacity building by providing training for the School of High Government of the Higher School of Public Administration (ESAP) in Colombia.

At UAM, she leads the research projects Equity in the Urban Energy Transition: Public Policy Instruments and Community Knowledge and Institutional Capacities of Governments and Their Agencies for Climate Change Mitigation and Adaptation. She also collaborates on the UNAM PAPIIT project Transdisciplinary and Methodological Horizons of Policy Analysis in Mexico. Her scientific production includes numerous peer-reviewed national and international journal articles, specialized books, and book chapters on environmental governance, climate finance, and public policy instruments.
