Dr. José Juan González Márquez holds a Bachelor’s Degree in Law (1981) and a Master’s Degree in Economic Law (1984) from the Universidad Autónoma Metropolitana (UAM), as well as a Ph.D. in Environmental Law from the University of Alicante, Spain (1999). He is currently a Full-Time Full Professor in the Department of Law at the Universidad Autónoma Metropolitana, Azcapotzalco Campus, where he teaches undergraduate and graduate courses in Natural Resources Property Law, Tax Law, Environmental Law, and International Trade Law. He also serves as Coordinator of the Graduate Program in Law at the same campus.
He is a Level III National Researcher in Mexico’s National System of Researchers (SNII) and is the most cited Mexican scholar in environmental and energy law, with more than 1,000 citations in 13 languages—including English, French, German, Russian, Japanese, and Catalan—across 16 countries. His theoretical contributions have been cited in decisions of the Supreme Court of Justice of the Nation (SCJN), reports issued by federal executive agencies, and environmental impact assessments for major strategic projects. He has an h-index of 16, an i10-index of 26, and an h5-index of 7, placing him among the leading legal scholars in Ibero-America.
His scholarly output includes 22 books, 36 book chapters, and more than 40 peer-reviewed articles. Among his most notable works are Treatise on Environmental Law (three volumes), The New Mexican Energy Law, and Liability for Environmental Damage in Latin America. He has also edited six collective volumes published by prestigious academic publishers, including Oxford University Press, Edward Elgar Publishing, and UAM Azcapotzalco: Energy Justice and Energy Law, Poverty Alleviation and Environmental Law, Net Zero and Natural Resources Law, The Future of Environmental Law 50 Years After the First Environmental Statute, The Evolution of Economic Law in the Twenty-First Century, and Sustainable Distributed Energy Resources: Law and Policy.
Internationally, he has served as Vice President of the Environmental Law Academy of the IUCN, where he organized its Sixth Colloquium in 2008. He has also been a member of the Academic Advisory Group of the Energy, Environment, Natural Resources and Infrastructure Law Section of the International Bar Association (IBA), as well as a member of the Ibero-American Association of Energy Law. He serves on the editorial boards of the Journal of Energy & Natural Resources Law (United Kingdom), Resource Management Theory & Practice (New Zealand), and the Revista de Direito Ambiental (Brazil).
He has been a visiting professor and invited speaker at leading institutions, including the University of Oxford, Harvard University, the University of Calgary, the University of Cape Town, Seattle University School of Law, West Virginia University, the University of Valencia, the University of Alicante, the International University of Andalusia, and the University Center of Brasília (UniCEUB). In the public sector and as a consultant, he has advised government agencies and international organizations. Among his most significant contributions is the drafting, in 1999, of the Environmental Law of the Federal District, which was subsequently enacted by the Legislative Assembly of the Federal District.
