Ph.D. in Social Sciences in the research line Society and Territory (2016) by the Universidad Autónoma Metropolitana (UAM) Xochimilco Campus, professor-researcher "C" attached to the Department of Social Processes of the Division of Social Sciences and Humanities (DCSH) UAM Lerma Campus, member of the area "Public Policy, Economics, Society and Territory" (PPESyT). Member of the Thematic Network Metropolitan Governance (RedGobMet) of Conacyt (http://www.redgobmet.redtematica.mx/) since 2017, researcher of the National Academy of Evaluators of Mexico (ACEVAL), A.C. as of October 21, 2020, member of the Working Group "State, development and territorial inequalities", in the thematic field: state and public policies of the Latin American Council of Social Sciences (CLACSO), 2019-2022 and researcher of the Water Research Network of the UAM.

Lines of research: implementation and evaluation of public policies, cities, urban public policies, territorial governance, and smart cities.

He teaches courses in the undergraduate program in Public Policy at UAM Lerma Campus, in the Postgraduate Program in Administrative Sciences (PICA) at UAM Iztapalapa Campus, and in the Doctorate in Social Sciences at UAM Xochimilco Campus. She is responsible for the research projects: 1) "Smart Cities as a paradigm of urban public policies: monitoring trends and proposals for implementation", 2) "Metropolitan Observatory of Public Policy and Advocacy (OMPPI)" and "Challenges of teaching public policy in Mexico". He has participated in the evaluation of 22 public programs of the federal and local governments in the areas of: consistency, design and consistency, processes, organizational analysis, evaluation of institutional capacities, meta-evaluations, among others.

In 2020, he coordinated and published the book "Las políticas y los programas públicos en el marco del gobierno de la 4T en México. ¿Continuidad o transformación?", and in 2021 the books "Experiencias, retos y desafíos de la enseñanza de las políticas públicas en México" and "Digitalización de la guerra, lo humano, el arte y los espacios urbanos y productivos".

In 2021 he received the Thirtieth Teaching Award at UAM-Lerma. He is currently a member of the National System of Researchers, Level 1 (SNI 1) of CONACYT from January 1, 2022 to December 31, 2024, obtained the Recognition as a Full-time Professor with Desirable Profile, PRODEP-SEP, for a period of 3 years from December 15, 2021 and is Director of the Division of Social Sciences and Humanities of UAM Lerma Campus during the period from 2022 to 2026.
