Professor Ryszard Edward Rozga Luter holds a Ph.D. in Economics from the Faculty of Economics, University of Warsaw, with a specialization in Regional and Urban Economic Development and Automated Cartography from the Faculty of Geography, Universidad Autónoma del Estado de México. His area of interest includes Territorial Problems of Innovation and Regional Knowledge Economy. Academic stays at the Universidad Autónoma de Madrid, 1986/1987, and at the University of Leeds, England, 2007.

Research Professor at the Department of Social Processes, Division of Social Sciences and Humanities, Universidad Autónoma Metropolitana (UAM) Lerma Campus and the Faculty of Urban and Regional Planning, UAEM-Toluca.

Between 1976 and 1990, he was a research professor at the Faculty of Economics, University of Warsaw. From April 1990 to date, research professor, first full time and then part time, at the Faculty of Urban and Regional Planning, Universidad Autónoma del Estado de México. Since September 2000, and until April 2015, he was a research professor at the Department of Theory and Analysis, Division of Sciences and Arts for Design, Universidad Autónoma Metropolitana, Xochimilco Campus. Since April 2015, he has been a research professor at the Department of Social Processes, Division of Social Sciences and Humanities, Universidad Autónoma Metropolitana, Xochimilco Campus.

Since 1992, first, participant and then professor (unpaid) of the Seminar on Economics and Administration of Science and Technology, Graduate Studies Division, Faculty of Economics, Universidad Nacional Autónoma de México.

From January 2008 to December 2013, Coordinator of the Doctoral Program in Sciences and Arts for Design in the postgraduate program of the same name, Division of Sciences and Arts for Design, Xochimilco Campus of the UAM.

Tutor in Mexico of more than 50 undergraduate works, ten doctoral, more than 20 master's and more than 20 bachelor's degree works.

Author of approximately 100 articles and book chapters, in addition to 10 books. His latest books (co-authored): Técnicas para el Análisis Regional. Development and Applications (2009), A Proposal for a Method of Local Development Analysis. El Caso de Algunos Territorios Locales del Estado de México (2014), Sistemas Regionales de Innovación como Instrumentos de la Política Pública de Innovación (2017) and Digitalización de la guerra, lo humano, el arte y los espacios urbanos y productivos (2021).

In the period 2001-2004 Secretary of the Board of Directors of the Mexican Association of Sciences for Regional Development (AMECIDER) and in the period 2011-2015, President of the Research and Teaching Network on Technological Innovation (RIDIT).
